The theme of EACON 2026, “Deepening Somalia’s EAC Integration Through Treaty Domestication, Trade Competitiveness and Human Capital Development”, moves beyond general dialogue on regional integration and focuses on the practical conditions required to turn Somalia’s EAC membership into measurable economic and institutional outcomes. It asks how Somalia can strengthen competitive markets, mobilise bankable regional investments, develop future-ready human capital, and unlock its blue economy and port-to-market value chains as core drivers of regional competitiveness. Discussions are organised around four strategic pillars: domesticating EAC integration and institutional readiness; competitive markets, trade and regional connectivity; strategic investments, bankable projects and economic transformation; and human capital, innovation and the future workforce.

Pillar I
Domesticating EAC Integration & Institutional Readiness
Successful domestication demands more than formal membership: national laws, policies, institutions and governance systems must be aligned with regional commitments. This pillar examines Somalia’s progress in implementing EAC protocols, identifies institutional and regulatory gaps, and explores practical approaches for strengthening coordination, compliance and stakeholder engagement — drawing lessons from other EAC Partner States.
Pillar II
Competitive Markets, Trade & Regional Connectivity
Integration succeeds when businesses, producers and consumers can access larger markets and compete across borders. This pillar explores how Somalia can strengthen its trade systems and connectivity with regional and continental markets — customs modernisation, standards compliance, non-tariff barriers, trade facilitation, logistics, ports, transport corridors and enterprise readiness — positioning Somali firms within the EAC Common Market and AfCFTA.
Pillar III
Strategic Investments, Bankable Projects & Economic Transformation
To translate integration into development outcomes, Somalia needs a pipeline of investment-ready projects able to attract domestic and international capital. This pillar focuses on identifying opportunities, strengthening public-private partnerships, mobilising diaspora finance and integrating Somalia into regional value chains — across infrastructure, renewable energy, livestock, agriculture, manufacturing, logistics and the blue economy.
Pillar IV
Human Capital, Innovation & Future Workforce Development
Human capital is the most important driver of long-term competitiveness. As East Africa’s economies become more integrated and technology-driven, Somalia must invest in a workforce that is skilled, innovative and regionally competitive. This pillar covers education systems, TVET, research collaboration, professional accreditation, labour mobility, entrepreneurship and innovation ecosystems — and the implications of digital transformation and AI for future jobs.
