About EACON 2026

The East African Community Conference 2026 (EACON 2026) is a two-day regional conference taking place from 12–13 October 2026 in Mogadishu, Somalia. Under the theme “Deepening Somalia’s EAC Integration Through Treaty Domestication, Trade Competitiveness and Human Capital Development,” the conference will bring together government institutions, EAC representatives, investors, development partners, businesses, universities, civil society and young leaders. EACON 2026 will promote practical dialogue, strategic partnerships and actionable solutions that strengthen Somalia’s implementation of EAC commitments, improve regional competitiveness, mobilise investment and develop a skilled, future-ready workforce.

Background and context

From political membership to practical regional advantage

Somalia’s accession to the East African Community marks a defining moment in the country’s regional and economic trajectory. Across Africa, integration is increasingly judged not by accession alone but by its ability to deliver measurable outcomes — lower barriers to commerce, more investment, better connectivity, wider skills and real opportunities for firms and citizens.

The EAC is one of Africa’s most advanced regional blocs, guided by Vision 2050, the Customs Union, the Common Market Protocol and the Monetary Union agenda. Whether Somalia benefits depends on how effectively it domesticates those commitments into institutional reforms, market readiness, investable projects and workforce competitiveness. That is the central implementation imperative EACON 2026 is built around.

Why now? The strategic case for action

Somalia’s EAC integration also intersects with its WTO accession, making policy coordination, trade facilitation, standards reform and regulatory alignment even more urgent.

Reason A

A new phase of integration

With accession complete, the task is implementation: legal harmonisation, institutional strengthening, policy alignment, stakeholder engagement and public awareness.

Reason B

Integration must deliver economic value

The EAC is a market of more than 300 million people and an economy above USD 300 billion. Somali institutions, firms, ports and workers must be ready to compete within it.

Reason C

AfCFTA widens the opportunity

EAC protocols intersect with the African Continental Free Trade Area, unlocking deep regional value chains. Somalia must position itself early for industrial investment seeking maritime access.

Reason D

Bankable projects unlock capital

The shift needed is from general investment promotion to bankable projects, credible PPP pipelines, risk-sharing mechanisms and diaspora capital.

Reason E

Human capital decides competitiveness

East Africa has one of the youngest populations in the world. Harnessing that dividend requires education, technical skills, innovation, entrepreneurship and research.

Reason F

Maritime geography is a distinct EAC advantage

Somalia’s coastline is a regional public good: optimised ports and logistics reduce the geographic penalty for landlocked neighbours and turn the Horn into a logistics hub.

Goal

Strengthen national readiness, stakeholder engagement, institutional coordination and capability for the effective domestication of EAC protocols — while leveraging regional opportunities for competitive markets, bankable projects, human capital and Somalia’s place in regional value chains.

Six objectives

01

Review progress

Assess Somalia’s progress in implementing EAC commitments and identify priority areas requiring action.

02

Promote policy dialogue

Facilitate discussion of the legal, institutional, regulatory and economic reforms needed for effective domestication.

03

Foster partnerships

Strengthen collaboration among government, development partners, academia, the private sector and civil society.

04

Strengthen awareness

Deepen understanding of EAC opportunities, obligations and implications among stakeholders.

05

Explore strategic opportunities

Examine how integration can advance competitive markets, bankable projects, human capital, blue-economy value chains and long-term competitiveness.

06

Develop actionable recommendations

Generate practical recommendations and priority actions for Somalia’s EAC integration agenda.

Alignment with national, regional and continental frameworks

EACON 2026 is a timely platform to examine how regional integration supports Somalia’s national delivery agenda while strengthening its contribution to the wider EAC.

7th EAC Development Strategy (2026/27–2030/31)The EAC’s current implementation priorities, resource-mobilisation agenda and development cycle
